Updated: 30 October 2026

Qatar has introduced a professional-practice licensing framework for selected technical and vocational occupations. Ministerial Decision No. 63 of 2026 sets out training, professional-test and insurance requirements for workers in the occupations that the Ministry of Labour identifies and the Minister approves. It is an important change for employers, recruitment teams and skilled candidates planning to work in Qatar.

What changed under Qatar Decision No. 63 of 2026?

The decision makes a professional-practice licence compulsory for the technical or vocational occupations that the competent administration identifies after coordinating with the relevant authorities and that the Minister approves. An employer must not employ a worker in a covered occupation without the required licence. A worker covered by the rule must also hold the licence and display the licence card while carrying out the occupation.

The decision was published in Official Gazette Issue No. 20 on 25 October 2026. It takes effect on the day after publication, 26 October 2026. Employers covered by the decision have six months from the effective date to bring their arrangements into line with the new requirements.

Does the licence apply to every skilled worker?

No. The decision does not automatically place every technical, construction or maintenance job under the licensing requirement. It refers to the technical and vocational occupations that the administration will identify in coordination with the relevant authorities and that the Minister will approve.

The decision text does not itself provide a complete list of covered job titles. Workers should therefore not assume that a particular trade—such as welding, electrical work, plumbing, mechanical maintenance or fabrication—is covered or exempt until the Ministry publishes or confirms the applicable list and implementation instructions.

What does a worker need to obtain the licence?

For an occupation covered by the decision, the stated requirements include three key items:

  • Training and test certificate: issued by a training centre approved by the Ministry for this purpose.
  • Professional examination certificate: evidence that the worker has passed the professional test at a centre approved by the Ministry.
  • Occupational-risk insurance certificate: the worker must submit the required certificate of insurance against occupational risks.

The training programme must be approved, cover the required theoretical and practical elements, and provide enough time for the worker to acquire the relevant skills. The decision also states that a worker attending the required training must not be assigned to perform work during the training period.

Do overseas applicants need to take the test before travelling?

For workers seeking a temporary entry visa in order to obtain a professional-practice licence, the decision provides for the professional test to be taken in the worker’s home country. If the professional test is not available in that country, the worker may obtain the licence within three months of entering Qatar. In that situation, the occupation must match the profession stated on the entry visa.

This is not a statement that every expatriate worker must take the same test before travel. The requirement is tied to the occupations covered by the decision and the relevant entry route. Before booking travel, candidates and employers should confirm whether the job title is on the approved list, whether a test centre is available in the country of recruitment and what documents the Ministry currently requires.

What happens if a worker does not pass the first test?

If a worker fails the professional test on the first attempt, the employer must arrange suitable training and professional requalification at a Ministry-approved centre. The decision allows the worker to retake the test up to two times, or the employer may submit a request to change the worker’s profession through the competent administration.

A failed first attempt should not be treated as automatic permission to start the job while training is under way. The decision expressly says that a worker must not be assigned to work during the training period. Employers should confirm the approved process and keep the training and examination records.

How long is the professional-practice licence valid?

The licence is valid for five years and may be renewed. The worker must pass the required professional examination for renewal, and the renewal application should be submitted during the 60 days before the current licence expires. A licence for one occupation does not automatically authorise the worker to perform another occupation that separately requires a licence.

The decision refers to a prescribed licence fee but does not state a fee amount in the text summarised here. Confirm the current fee, approved centres, application form and submission channel directly with the Qatar Ministry of Labour before making a payment. Do not rely on an agent’s message or an old fee screenshot.

Employer and recruitment-team checklist

  • Confirm the occupation: check the latest Ministry-approved list rather than assuming every trade is covered.
  • Match the job title: make sure the contract, recruitment request, entry documentation and actual duties describe the same occupation.
  • Check the test route early: identify whether the worker must pass the professional test in the home country or whether the limited three-month route applies because the test is unavailable there.
  • Use approved centres: confirm that the training and testing centre is approved for the specific occupation.
  • Arrange insurance: verify the occupational-risk insurance certificate required for the licence.
  • Keep evidence: retain the worker’s training certificate, professional-test result, licence card and renewal dates.
  • Do not deploy an unlicensed worker: do not assign covered professional duties until the required licence is issued.
  • Plan the transition: review current employees and recruitment pipelines during the six-month period provided for employers to regularise their position.

What should Indian job seekers check before accepting a Qatar offer?

Ask the employer or recruitment agency for the exact job title, a written job description and confirmation of whether the occupation is on the approved licensing list. Request the test and training requirements in writing. If a test is required before travel, ask for the name of the approved centre and the official booking route. Keep copies of your certificates, test result, insurance document and employment offer.

Do not pay an unofficial intermediary who promises a guaranteed pass, a licence without an examination or a job title that does not match the work you will actually perform. This professional-practice licence is not a visa and does not, by itself, grant permission to enter or work in Qatar. Separate immigration, residency and work-authorisation requirements must still be checked with the relevant authorities.

Frequently asked questions

When did Qatar Decision No. 63 of 2026 take effect?

It was published in Official Gazette Issue No. 20 on 25 October 2026 and took effect on 26 October 2026, the day after publication.

Are all welders, electricians and technicians automatically covered?

No. The competent administration must identify the technical and vocational occupations and the Minister must approve them. Check the current official list before assuming that a specific job title is covered.

How long does the licence last?

The professional-practice licence is valid for five years and may be renewed after the required professional examination is passed.

What if the professional test is not available in the worker’s home country?

The decision allows the worker to obtain the licence within three months of entering Qatar, provided the occupation matches the profession stated on the entry visa. Confirm that this exception applies to the individual case before travel.

Can an employer ask a worker to work while completing the required training?

No. The decision says that a worker attending the required training must not be assigned to work during that training period.

What employers and workers should do next

Qatar’s new framework makes it important to check professional licensing before a worker is selected, mobilised or assigned to a covered technical or vocational role. Employers should identify the occupations on the approved list, arrange the correct training and examination route, and allow time for the licence and insurance requirements. Candidates should verify the job title and test requirements before travelling or paying anyone for assistance.

This article is general information, not legal advice. The exact list of covered occupations, approved centres, fees and application procedures should be confirmed through the latest Ministry of Labour instructions.
