Saudi Qiwa Employment Contracts in 2026: How Workers Can Review and Request Changes

Employment contract papers being reviewed with a pen before signing

Updated for October 2026. A Saudi job offer can look straightforward until the official employment contract arrives with a different job title, salary breakdown or contract period. If you are moving from India to Saudi Arabia—or already working there—knowing how Qiwa contract approval works can help you ask the right questions before agreeing.

Saudi Arabia’s Ministry of Human Resources and Social Development (MHRSD) says its Contract Management service lets employers create and document employment contracts electronically. Workers can approve, reject or request an amendment through Qiwa Individuals. When both sides agree, the contract is certified by the ministry.

What is a Qiwa employment contract?

Qiwa is a Saudi digital labour-services platform. The official contract record is more useful than relying solely on a recruiter message or a verbal promise because it provides a formal way to review the terms proposed by the employer. See the MHRSD Contract Management explanation and the Saudi National Platform service guide.

What should employees check before approving?

Do not approve based only on the company name or total salary. Compare the proposed contract with the written offer and the discussions you had with the employer. Focus on the details that could affect your daily work and finances.

  • Employer and job title: Is the company correct, and does the role match what you accepted?
  • Basic salary and allowances: Check the amounts and whether accommodation, transport or other benefits are written clearly.
  • Work location and contract duration: Review where you will work, the start date and any fixed-term end date.
  • Hours, leave and termination terms: Read these sections rather than assuming they match a previous employer’s contract.
  • Copies and correspondence: Keep the final approved document and written explanations of any changes.

The exact interface can change, so use the current official instructions in your own Qiwa account. This checklist is guidance for reviewing the terms, not a claim that every account displays identical fields.

How can you request a correction?

Suppose an employer offered a technician role with a stated housing allowance, but the proposed contract has a different title and no allowance. Rather than approving on the understanding that someone will fix it later, contact HR in writing, explain the mismatch and ask for a corrected version. MHRSD expressly lists requesting an amendment and rejecting the contract as options available to employees.

If the issue remains unresolved, seek guidance from the appropriate official Saudi labour channel. Avoid paying anyone who promises to alter a contract through an unofficial account or shortcut.

What changed in 2026?

Saudi Arabia increased employer compliance requirements for documenting employment contracts on Qiwa. MHRSD announced a target documentation rate of 85% from 30 April 2026, rising to 90% by the end of June 2026. These percentages measure an establishment’s documented contracts relative to its total employee contracts; they are not individual-worker approval percentages. Read the official MHRSD announcement.

A separate April 2026 announcement described a second phase of recognising certain authenticated employment contracts as enforcement instruments, including fixed-term contracts when updated or renewed on expiry. A later phase was planned for indefinite-term contracts. This phased approach matters: workers should not assume that every contract automatically has the same enforcement treatment. See the Saudi Press Agency report.

Does Qiwa approval prove that a recruitment offer is genuine?

Not on its own. Contract documentation is important, but workers travelling from India should also independently verify their employer, work authorisation and applicable recruitment procedures. Do not treat a screenshot, payment request or forwarded message as a substitute for official checks.

Frequently asked questions

Can I reject a Qiwa employment contract?

Yes. MHRSD says employees may approve, reject or request an amendment through Qiwa Individuals.

Should I approve when HR says the salary will be corrected later?

Ask for the written digital contract to match the agreed terms before you approve it. Keep correspondence and seek official advice if necessary.

Do the 85% and 90% rules apply to my personal contract?

Those figures describe employer-level contract-documentation compliance targets, not a personal acceptance threshold.

Bottom line

The safest practical habit is to read the proposed contract carefully, compare it with your offer and resolve discrepancies in writing before approving. For employers, accurate contract records can also prevent avoidable disputes.
