A recruiter asks you for a UAE Police Clearance Certificate, but you are now living in India. Should you apply through Dubai Police, the UAE Ministry of Interior, or Passport Seva in India? The answer depends on which country’s police record the employer needs and whether you have lived in the UAE before.
Quick answer: A UAE Police Clearance Certificate (PCC), also called a Good Conduct Certificate, records clearance relating to the UAE. Current residents and eligible former residents can apply through official UAE channels. An Indian PCC is a different document issued through India’s passport authorities. Ask the employer which one is required before paying a fee.
A UAE PCC is an official document used to demonstrate the absence of a relevant criminal record in the UAE. Employers, immigration authorities, licensing bodies and educational institutions may ask for it. The UAE government says the service is available to people currently residing in the country and to former residents, subject to the relevant application requirements.
A PCC is not the same as a work permit, residence visa, Emirates ID or medical fitness certificate. It is also not automatically required for every private-sector job. Ask the employer or requesting authority to confirm whether a police clearance is needed for your specific role and the country whose clearance they will accept.
India’s Ministry of External Affairs confirms that Indian passport holders may request an Indian PCC for employment, residence, long-term visas or immigration. It is not issued for tourist travel. This distinction matters: a certificate issued by one country does not establish your record in another.
Dubai Police’s published service information says applications can be made through its digital channels. If you do not have an Emirates ID, the service may require in-person fingerprint capture at a designated service centre. Check the current service page rather than assuming an online-only process will work for everyone.
This is the situation that causes the most confusion. You may no longer have a valid Emirates ID, but Dubai Police says an application can be made using a valid or expired Emirates ID number. Its service conditions also say an applicant outside the country must have previously entered the UAE.
The UAE government’s general guidance for former residents also mentions an embassy-attested fingerprint card, passport photographs, passport copy, last UAE visa and the reason for requesting the certificate. The exact upload list can differ between the Ministry of Interior and Dubai Police; follow the chosen service’s live instructions.
The following figures are taken from the Dubai Police service card, checked on 24 October 2026. They describe Dubai Police’s service, not a universal fee schedule for every UAE police authority.
Treat these as published reference figures, not a guaranteed final checkout total. Check current charges, any additional transaction costs, the required language and the destination authority’s acceptance rules before applying. Do not order the certificate too early if your employer requires a recently issued document.
Keep copies of your application reference and receipt. If your name or passport number has changed since your UAE residence, check the issuing authority’s guidance before applying so your records can be matched correctly.
No. A PCC is only one possible document in a wider hiring or immigration process. The employer must still follow the relevant work-permit and residence procedures. For a separate overview, read our UAE job-offer verification checklist and Gulf job documents checklist for Indian applicants.
If you are joining an employer in the UAE, you may also need a residence-related medical examination. Our UAE medical fitness guide explains that separate process. None of these documents replaces a valid employment authorisation.
Eligible former UAE residents can apply from abroad through official UAE channels. Dubai Police’s requirements include previous UAE entry and, where needed, embassy-certified fingerprint records.
Dubai Police’s published service conditions say a valid or expired Emirates ID number can be used. Follow the portal’s identity-verification steps.
The published Dubai Police service card lists five working days. Actual timing can vary if the application needs extra checks or documents.
Do not assume that. Dubai Police currently states a three-month validity on its service card. A different authority or receiving organisation may apply its own document-age rules.
Only if the requesting employer or authority asks for an Indian PCC and accepts it. If it specifically requests a UAE police record, an Indian PCC does not replace that.
No agent is inherently required to use the official online application services. Pay only through verified government channels and confirm any optional service charges before proceeding.
Information checked: 24 October 2026. Service fees, document requirements and application channels may change. Always follow the issuing authority and the organisation requesting your certificate.
